Defeng Xia is a professor and doctoral supervisor at the School of Political Science and Public Administration, Zhengzhou University. He holds a doctoral degree in political science and is mainly engaged in research fields such as political development and government governance, clean government construction, and human resource management in public sectors. He serves as the director of the Talent Strategy Development Research Center of Zhengzhou University and concurrently as a director of the China Institutional Establishment Management Research Association. He was selected as a Science and Technology Innovation Talent in Henan Provincial Colleges and Universities (2019). He has published more than 30 papers in core journals both in Chinese and English, including SSCI and CSSCI journals. He has successively presided over the National Social Science Fund projects "Research on Effect Evaluation and Optimization Strategies of Decentralization and Empowerment by Local Governments" (22BZZ066) and "Research on Dynamic Tracking and Effectiveness of the Local Government Power List System" (16BZZ060), both of which have been successfully concluded with good results. He has also presided over 8 provincial and ministerial-level projects. More than 10 of his decision-making consultation reports have been adopted by provincial and ministerial-level departments. In the past five years, he has successively won honorary titles such as "Advanced Individual in Cultivating Talents through Three Aspects" and "Outstanding Communist Party Member" of Zhengzhou University.
